  1. Personnel Appointments (Mrs. Hart)
 
The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or supervisor for each location.
 
  1. Revision of the following policy:  Policy JICJ Paging Devices, Cell Phones, and Other Personal Electronic Devices, Second Reading (Dr. Murphy & Dr. Minolfo)
 
The Aiken County Board of Education allows possession (but not use) of personal telecommunications devices by students in order to reflect societal trends and a relaxation in state law.However, the board of education finds that the activation and/or use of personal communication devices by students during the school day, as facilitated by, but in violation of the possession-only policy, has an adverse effect on classroom instruction, student punctuality, test security, personal student privacy, the ability of school officials to maintain discipline generally, and maintaining order during times of emergency.Therefore, this policy is intended to set forth the specific circumstances under which a student may bring and personally possess a paging device, cell phone, and/or other electronic communications device onto school grounds and to establish clearly the consequences for violations.
 
  1. Revision of the following policy:  Policy IHBH Charter Schools, Second Reading (Dr. Minolfo)
 
Aiken County Public School District offers the opportunity for interested parties to submit an application for a Charter School by the South Carolina Charter Schools Act of 1996, which defines a charter school as public, nonreligious, non-home-based, nonprofit corporation forming a school that operates by sponsorship of a public school district, the South Carolina Public Charter School District or a public or independent institution of higher learning, but is accountable to the board of trustees, or in the case of technical colleges, the area commission, of the sponsorwhich grants its charter.Currently ACPSD does not sponsor a charter school.
 
  1. Approval of the following policy:  Policy EBCB Safety Plans and Drills, First Reading (Dr. Minolfo)
 
Effective July 2, 2018, in the South Carolina Code of Laws Section 59-17-160, “each school district board of trustees and the governing body of each charter school shall adopt a policy and program for school facility fire and safety, including inspections, before the beginning of the 2020-2021 School Year.”In a memorandum dated May 25, 2021 from the Director of Government Affairs, the requirement for policy adoption was extended to July 1, 2022.
 
 
 
 
 
  1. Revision of the following policy: Policy ICA School Calendar, First Reading (Dr. Minolfo)
 
The district is required to produce a school calendar per South Carolina Code of Laws that meets specific requirements for the number of days of school, professional development days for teachers, and make-up days.Policy ICA School Calendar provides guidance to administration to ensure the school calendar meets requirements
 
  1. Revision of the following polices and administrative rule:  Policy IHAE Physical Education, First Reading, Policy IHAQ Career/Transition-To-Work Education, Reviewed, Policy IHBC Programs for At-Risk/Disadvantaged Students, First Reading, Administrative Rule IHAE-R Physical Education (Dr. Minolfo)
 
Aiken County Public School District cyclically reviews policies and administrative rules.Section I – Instruction are policies that provide guidance for the district on instructional practices in the district.
 
  1. K-8 Computer Assisted Instruction (CAI) Program (Mrs. Glover)
 
On March 23, 2021, the school board approved administrations request to use ESSER II funding to purchase a software program to offer Computer-Assisted Instruction for 4K-8th grades.As part of the motion, the Board requested that additional information be brought back for discussion prior to the purchase of a program.
 
 
  1. Budget Amendment #1 2022-2023 for Funds 1 and 3 (Mr. Traxler)
 
Periodic budget amendments are submitted for Board consideration.
 
The District’s 2022-2023 budget was approved upon second reading on June 14, 2022, prior to the State finalizing its budget.As noted that evening, the Administration anticipated bringing a budget amendment for consideration during July 2022,upon conclusion of the State’s budget process and once final allocation had been provided by the SC Department of Education.

  1. South Carolina School Board Associations Dues (Mr. Laurence)
 
Over the past years, the Aiken County Board of Education has purchased membership in the South Carolina School Boards Association.In addition to membership benefits, the Association provides a policy update service and legal assistance fund.Also included is an annual policy maintenance and Internet subscription fee.
 
 
 
 
 
  1. Out-of-District Transfer Requests – Transfers In (Dr. Minolfo)
 
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that non-resident students transfer into the District “the parent/legal guardian must assume responsibility for transportation.The Board will nonresident students to the behavioral and academic requirements set out in policy JFAA admission of resident students. The district may charge tuition to nonresident students seeking to enroll in district schools.”
 
  1. Out-of-District Transfer Requests – Transfers Out (Dr. Minolfo)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that when students transfer out of the district, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
  1. Submission of the USDA Fresh Fruit and Vegetable Program Grant – FY23 (Mr. Traxler)
 
The USDA Fresh Fruit and Vegetable Program (FFVP) provides all children in participating schools with a variety of free fresh fruits and vegetables throughout the school day.It is an effective and creative way of introducing fresh fruits and vegetables as healthy snack options.
 
  1. Request for Proposals for 2022 for Outdoor Video Display Scoreboards for Aiken County Public Schools (Dr. Murphy)
 
Request for Proposals for 2022 Annual Contract for Outdoor Video Display Scoreboards for Aiken County Public Schools were received on May 5, 2022 at 3:00 p.m. There were 2 vendors submitting proposals.
 
  1. 2022 Replacement of Windows at Clearwater Elementary School (Dr. Murphy)
 
Bids were received and publicly opened on June 16, 2022, at1:00 p.m. for the 2022 Replacement of Windows at Clearwater Elementary School.
 
 
 
  1. Change Order #1 for the New Car Loop at J.D. Lever Elementary Paving Project (Dr. Murphy)
 
Change Order #1 in the amount of $28,615.00 has been submitted by the contract

In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD.
 
  1. Construction Status Report for the Hammond Hill Elementary School Additions and Renovations Project. (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, Cheatham, Fletcher Scott (CFS), and the Administration prepare a monthly status report for the Board’s review.
 
  1. Construction Status Report for the Highland Springs Middle School Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.
 
  1. Facilities Construction Department Quarterly Change Order Notification (Dr. Murphy)
 
Policy FGG sets the limit of approval for construction change orders by the Superintendent or designee up to $15,000.00.The policy requires a summary of such change orders to be presented to the Board at least once a quarter for notification.
