The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or supervisor for each location.

Policy JIH Student Searches, Interrogations and Arrests, First Reading
Administrative Rule JIH-R Student Searches, Interrogations and Arrests
 
Administration has recommended the revision of Policy KLG Relations with Law Enforcement Authorities and the adoption of Policy KLGA School Resource Officers.Policy JIH Student Searches, Interrogations and Arrests and Administrative Rule JIH-R Student Searches, Interrogations and Arrests require revisions to align to Policy KLG and Policy KLGA.

Aiken County Public School District cyclically reviews policies and administrative rules.Section K Schools-Community-Home Relations contain policies, administrative rules, and files that provide support in the development of a positive relationship between the district, community and parent/guardians.
 
  1. Suspension of portions of Policy IKE-R for the 2021-2022 School Year (Mrs. Glover & Dr. Gamble)
 
Board policy IKE-R establishes structure for promotion and retention of students.
 
Middle school students under IKE-R are retained if they do not pass all fourcore subjects:English language arts, mathematics, science, and social studies.Prior to 2016, students were promoted if they passed ELA and math and either science or social studies. In 2016, policy IKE-R was amended, requiring students to pass all four core subjects.Additionally, students who failed more than two core subjects wee not offered the opportunity to participate in summer academic programs for content recovery. During the 2020-2021 school year, the school board approved administration’s request to suspend the portion of policy IKE-R requiring a student to be retained if he/she did not pass all four core subjects and to allow students to be able to participate in summer programs for more than two courses.
  1. Approval to make a contract award for demographics and facility assessment services (Dr. Murphy)
 
Due to a wealth of economic expansion throughout Aiken County and the surrounding are, population growth has accelerated.This unprecedentgrowth in population has a major impact on the Aiken County School District’s student enrollment. Wherein student enrollment could possibly outpace existing facilities.In order to optimize the utilization of the District’s facilities, both now and in the future, the school district is seeking proposals from qualified firms to evaluate current needs, project future growth, and ascertain facility conditions and educational adequacy to develop a long-range facility optimization plan. This effort will aid the District’s ability to chart a course to improve existing facilities and strategically detect the need for new facilities to optimize services and programs for out booming student population.
 
 
  1. Consideration of Proposed ESSER II Funding Revisions (Mr. Traxler)
 
The Elementary and Secondary School Emergency Relief Fund (ESSER II) resulted from the Coronavirus Response and Relief Supplementals Appropriations Act (CRRSA) that was signed into law on December 27, 2020.The SC Department of Education (SCDE) was allocated $940.4 million in ESSER II funds.From that, our District is projected to receive $28,203,447.ESSER II funds must be spent by September 30, 2023.The Board approved the original plan at its March 23, 2021 meeting.
 
Periodic revisions have been presented for Board considerations.
 
 
  1. Modified Calendar for 2023-2024 (Mr. Jeffcoat)
 
Many school districts in South Carolina and around the nation have modified their calendars or are in the process of modifying them.While making changes to the traditional calendar has been discussed for decades, it has been given more serious attention in recent years.The most common version shifts some weeks of summer break to other parts of the year creating additional breaks in the fall and spring.Students continue to attend school 180 days with teacher contracts remaining 190 days.
 

B.CONSENT ITEMS:  The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.

 
  1. Ratification of Expulsions (Mr. Laurence)
 
The School Board according to the Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school.Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
 
 
 
  1. Out-of-District Transfer Requests – Transfer In (Dr. Minolfo)
 
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that non-resident students transfer into the District “the parent/legal guardian must assume responsibility for transportation.The Board will hold nonresident students to the behavioral and academic requirements set out in policy JFAA, admission of resident students.The district may charge tuition to nonresident students seeking to enroll in district schools.”
 
  1. Association for Middle Level Education (AMLE) The Playbook Challenge Grant Award to Leavelle McCampbell Middle School – FY22 (Mrs. Glover & Mrs. Cansler)
 
Leavelle McCampbell Middle School has been awarded the Association for Middle Level Education (AMLE) The Playbook Challenge Grant Award in the amount of $5,000.00.The purpose of the grant is to assist and empower middle grades educators with the resources they need to initiate meaningful career exploration with their students.The school will create a school-based industry that replicates a real business, linking classroom learning and the “real world.”All students in the school will have the opportunity to engage in a variety of skill-building task, including participation in leadership classes that will explore the fields of marketing, sales, purchasing, design, production, management, inventory, banking and finance, and customer service.The business will provide school themed, personalized items such as t-shirts and water bottle.The funds from the grant will be used to purchase materials and supplies such as cricut equipment, materials, and supplies sports bottles and t-shirts.
 
  1. Change Order #2 for the Belvedere Elementary School Additions and Renovations Project (Dr. Murphy)
 
Change Order Number #2 for the Belvedere Elementary School Addition and Renovation Project for Aiken County Public Schools is submitted for your review and approval:
 
  • Provide modifications for (2) Special Education bathrooms……….$43,646.00
 
These items are additional scope not included in the original plans and specifications and therefore are cost additive items The Owner’s contingency is adequate.
 
Total Change Order #2 amount is …………………………………$43,646.00
 
 
  1. 2022 Construction Bids for the  New Car Loop at J.D. Lever Elementary Paving Project (Dr. Murphy)
 
Bids were received for the 2022 Construction Bids for the New Car Loop at J.D. Lever on February 15, 2022 at 3:00 p.m. and publicly opened.Bids were received from 6 bidders with Hamilton Paving, LLC submitting the lowest bid of $385,274.00. Base bid includes new car loop at J.D. Lever Elementary. The design, printing, advertising and 5% contingency amounts to $35,000.00 Total project cost for is $420,274.00.The Five-Year Facility Improvement Plan for 2022-2023 Athletic Facilities Fund has adequate funding needed to complete this project.
 
  1. Final Architectural Contract Documents for Aiken High School Auditorium Addition Phase 4 Project.
 
The architects, LS3P for this project have completed the final working drawings for construction of the Aiken High School Auditorium Phase 4 and are prepared to present these Final Architectural Contract Documents and construction budget under separate cover to the Board for approval.

In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.
 
  1. Construction Status Reports for the Hammond Hill Elementary School Additions and Renovations Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, Cheatham Fletcher Scott (CFS), and the Administration prepare a monthly status report for the Board’s review.
 
  1. Construction Status Reports for the Highland Springs Middle School Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.
