  1. Personnel Appointments (Mrs. Hart)
 
The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or supervisor for each location.
 
  1. Out-of-District Transfer Requests 2020-2021 (Dr. Minolfo)
 
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that non-resident students transfer into the District “the parent/legal guardian must assume responsibility for transportation.The Board will hold nonresident students to the behavioral and academic requirements set out in policy JFAA, admission of resident students.The district may charge tuition to nonresident students seeking to enroll in district schools.”
 
  1. Out-of-District Transfer Requests 2021-2022 (Dr. Minolfo)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that when students transfer out of the District. “The School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
  1. Revision of Policy BCB Board Member Conflict of Interest, Second Reading (Dr. Minolfo)
 
Policy BCB Board Member Conflict of Interest establishes the basic structure for determining board member conflict of interest.The Policy addresses area related to economic interests, the employment and discipline of a family member of a board member, and whether the board member may be paid as a teacher for the District.
 
  1. Revision of Policy JICJ Paging Devices, Cell Phones, and Other Personal Electronic Devices, Second Reading (Dr. Minolfo)
 
Policy JICJ Paging Devices, Cell Phones, and Other Personal Electronic Devices provides the basic structure for students who possess personal telecommunication devices during the school day, but does not specifically identify smartwatches.Smartwatches have many of the same capabilities as smartphones, including the ability to send or receive communication and take pictures and/or videos.
 
  1. Proposed Calendar for 2021-2022 (Dr. Murphy)
 
The administration prepares a new calendar each year for Board approval.Policy ICA provides guidance in the development of the school year calendar and was last revised on January 12, 2016.
 
  1. ESSER II Funding for Summer 2021 (Mrs. Glover & Mr. Traxler)
 
The Elementary and Secondary School Emergency Relief Fund (ESSER II) resulted from the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA) that was signed into law on December 27, 2020.The SC Department of Education is receiving $940.4 million in ESSER II funds.From that, our District is projected to receive $28.2 million.Funds must be spent by September 30, 2023.
 
Allowable uses include the 12 activities allowed under ESSER phase I, plus three new ones.One of the three new activities is to address learning loss among students.
 
  1. Aiken County Public School District Head Start/Early Head Start Program Governance Policies and Procedures (Mrs. Glover)
 
On October 22, 2019, the school board approved the submission of the ACPSD Early Head Start/Head Start Grant and the receipt of funds, if awarded.In June 2020, the grant was officially awarded to APSD with a start date of July 1 for a five-year grant award.Section 642 Subchapter B Part 1301 of the Head Start Act requires grant agencies to establish and maintain a formal structure for program governance that includes a governing body, a policy council at the agency level and policy committee at the delegate level, and a parent committee.Governing bodies have a legal and fiscal responsibility to administer and oversee the agency’s Head Start and Early Head Start programs.Policy councils are responsible for the direction of the agency’s Head Start and Early Head Start programs.Section 642 1302 Subpart A requires grantees to determine community strengths, needs and resources, as well as recruitment areas through policies and procedures for the Eligibility determination, Recruitment, Selection, Enrollment and Attendance (ERSEA) of children and explains the policy concerning the charging of fees.Section 642(c)(1)(E) of the Head Start Act requires that policy councils and governing bodies approve written policies and procedures with regard to program governance and ERSEA.These policies, procedures, and processes are taken from and/or comply with these Head Start Program Performance Standards.
 
 
 
 
  1. Request for donation of surplus weight equipment from North Augusta High (Dr. Murphy)
 
North Augusta Public Safety and Aiken County Sheriff’s Department are requesting that the Board approves the donation request for North Augusta High’s surplus weight equipment.
