B.CONSENT ITEMS: The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.

 
  1. Innovative Course Application for Intro to Barbering and Cosmetology (Mrs. Glover)

School districts are allowed to develop and offer innovate Career and Technical Education (CTE) courses.Innovative CTE courses should be unique courses representing emerging areas of study that fall outside of the Office of Career and Technical Education’s course offerings.The SC Department of Education requires board approval for locally designed and innovative courses.

Based on student request and past course enrollment, there is a need to expand offerings in this field.
 
 
 
 
 
 
 
 
 
 
 
 
 
  1. Awarding High School Credit with Honors Weighting for Health Science II, Welding III, Baking and Pastry, and Early Childcare Education II. (Mrs. Glover)

The State Department of Education uses the Honors Framework Implementation Guide, a guidance document to ensure that locally approved courses across the state meet certain criteria with regard to establishing courses with Honors weightings. For a course to receive Honors weighting, evidence must be provided that the course represents extension, acceleration, and enrichment of the South Carolina College Preparatory course of study: appropriate differentiation in instructional practices for advanced learners; and purposeful assessment practices that align with the honors level curriculum, and instructional best practices include pre-assessment, formative assessment, and summative assessment.Documentation must be retained at the district level to provide evidence that the Honors courses were developed using the framework.
 
After consultation with the SDE and surrounding districts, it was determined that offering CTE courses with Honors weighting would assist with recruitment and retention of students in CTE pathways as well as enhance college and career readiness and post-secondary opportunities.

The certified and classified personnel presented have been screened by the Human Resources Department, and interviewed, and/or approved by the Principal or supervisor for each location.
 
  1. Out-of-Districts Transfer Requests (Dr. Minolfo)
     
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”

The titles of personnel within the organizational chart have changed. Updates to Policies that specifically referenced “chief officer of administration” have been revised.
 
  1. Update Organizational Chart in Policy CCA Organization Chart (Dr. Minolfo)

Policy CCA presents the organizational chart for the district administration beginning with the office of the Superintendent, Policy CC Administrative Organization states that “The chart [Organizational Chart] represents the framework for administration and the lines of authority and responsibility. Within the framework established, each school will be encouraged and free to work out the educational program most appropriate for itself.”
 
  1. New Policy GBAAA Title IX Sexual Harassment, First Reading, Revisions to Policy GBAA Sexual Discrimination and Harassment and Administrative Rule GBAA-R Sexual Discrimination and Harassment, First Reading (Dr. Minolfo)
     
On May 6, 2020 the U. S. Department of Education’s Office for Civil Rights (OCR) announced a notice of proposed rule making for new amendments for the regulations implementing Title IX of the Education Amendments of 1972 (Title IX).The Title IX include specific definitions districts need to know, specifically requires appointment of a Title IX Coordinator, and requires new and specific notices including the dissemination of policy information and publication of contact information for the Title IX Coordinator.Districts are required to create a compliant grievance process, including a determination for a standard of review and a range or list of possible disciplinary actions and remedies.

  1. Issuance and Sale of General Obligation Bonds, Series 2020 (Mr. Traxler)
Section 15 of Article X of the Constitution of the State of South Carolina provides that subsequent to November 30, 1982, school districts of the State may incur bonded indebtedness in an amount not exceeding eight percent (8%) of the assessed value of all taxable property therein.
 
The School Board approved issuance of $18,500,000 bonds in the District’s adopted 2020-2021 budget and as part of the District’s Five Year Facilities Plan.
