1.         Legislative Update (Mr. Liner)
 
 
 
           
  1. CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.
 
 
1.         Funding Flexibility for the Quarter and Year Ending June 30, 2017
             (Mr. Traxler)
 
            Under provisos 1.28, 1.33 and 1A.15 for Fiscal Year 2016-2017, all school districts and special schools of this State may transfer and expend funds “to ensure the delivery of academic and arts instruction to students.”  Among the requirements, each district’s board and superintendent must certify the specific flexibility actions taken.  The certification must be in writing, signed by the board chairman and superintendent, and delivered electronically to the State Superintendent of Education which will subsequently forward the information to the Chairman of the Senate Finance Committee, the Chairman of the Senate Education Committee, the Chairman of the House Ways and Means Committee, and the Chairman of the House Education and Public Work’s Committee.  Furthermore, the certification must be presented publicly at a regularly called school board meeting and be posted on each district’s website.
 
 
2.         Issuance and Sale of General Obligation Bonds, Series 2017 (Mr. Traxler)
 
            Section 15 of Article X of the Constitution of the State of South Carolina provides that subsequent to November 30, 1982, school districts of the State may incur bonded indebtedness in an amount exceeding eight percent (8%) of the assessed value of all taxable property therein.  The School Board approved issuance of $18,000,000 bonds in the District’s adopted 2017-2018 budget as part of the District’s Five Year Facilities Plan.
 
 
 
3.         Items to be Declared Surplus and Method of Disposal (Mr. Traxler)
 
            Electronic equipment has been determined to be obsolete and is no longer of use to the District.  Board approval is necessary to dispose of any surplus items (Procurement Regulations:  Surplus Management XXVII, C,I).
 
 
 
 
4.         GlaxoSmithKline Donation to Aiken County Career and Technology Center – FY17 (Dr. Washington)
 
            Aiken County Career and Technology Center received a $7,500 donation from GlaxoSmithKline.  Funds from this donation will provided one $2,500 scholarship and ten $500 scholarships for students at the Career Center.
 
 
5.         McKinney-Vento Homeless Assistance Act Grant Submission – FY18
           (Dr. Washington)
 
            The South Carolina Department of Education awards grants, subject to available funds, to local educational agencies (LEAs) for the purpose of facilitating the enrollment, attendance, and success of homeless children and youths in schools.  Under the McKinney-Vento Education for Homeless Children and Youths Program, state educational agencies must ensure that each homeless child and youth has equal access to the same free, appropriate public education, including preschool education, as other children and youth.  Many of these children live in shelters or transitional housing; some stay with relatives; others may live in cars, abandoned buildings, or other substandard accommodations.
 
 
6.         Change Order Number 1 for the Aiken High School Phase 2A Building Project – (Dr. Foster)
 
            Change Order Number 1 for the Aiken High School Phase @a Building Project from H.G. Reynolds Company, Inc. is  presented for your review and approval.  The City Of Aiken water pressure was marginal but the engineer’s didn’t think booster pumps would be necessary with no issues at the Science Building or the Taylor building.  During construction of Phase 2A we noticed low pressures.  GMP #3 Building Project is increased from $28,810,639.00 to $29,302,707.00.  Project contingency has adequate funds for this work.
 
 
7.         2017 Painting of Silver Bluff High School Football Stadium Restroom & Concession Stand – (Dr. Foster)
 
            Bids were received for the 2017 Painting of Silver Bluff High School Football Stadium Restrooms & Concession Stand at 3:00 p.m. and publicly opened.  Bids were received from 3 vendors with Alltrade Services submitting the lowest base bid of $14,850.00 for Silver Bluff High.  The funds will come from the Athletic Facility account in the 5 Year Facility Improvement Plan.
 
 
  1. INDIVIDUAL ITEMS:
 
1.         Personnel Appointments (Ms. Smalls)
 
            The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principals and Executive Directors.
 
 
 
2.         Revisions to Policy ADF District Wellness – Final Reading (Mr. Traxler and Mr. Laurence)
 
            The Student Health and Fitness Act of 2005 provided for physical education standards, school health services and nutritional standards for local school districts that participate in national school meal programs.  The U.S. Department of Agriculture issued a final rule in July 2016 requiring all local educational agencies that participate in the National School Lunch and School Breakfast Programs to meet expanded local school wellness policy requirements consistent with the requirements set forth in section 204 of the Healthy, Hunger-Free Kids Act of 2010.  The final rule requires each local educational agency to establish minimum content requirements for the local school wellness policies, ensure stakeholder participation in the development and updates of such policies, and periodically assess and disclose to the public schools’ compliance with the local school wellness policies.  These regulations are expected to result in local school wellness policies that strengthen the ability of a local educational agency to create a school nutrition environment that promotes students’ health, well-being, and ability to learn.  In addition, these regulations will increase transparency for the public with regard to school wellness policies and contribute to integrity in the school nutrition program.
 
 
 
    3.         2017-2018 Proposed Budget (Mr. Traxler)
 
            In its 2017-2018 budget calendar, the Board scheduled presentations of the preliminary budget for April 18, 2017, the tentative budget for May 9, 2017 and the final budget for June 27, 2017.
 
            To date, the Board has also conducted two budget work study sessions in preparation for the 2017-2018 budget. The public hearing on the budget was held on June 13, 2017.
