A.            INFORMATIONAL ITEMS:  The following items are for information only and do not require Board action. 

  1.         Update on State Testing (Dr. Stowe) 

            The S.C. Legislature made several changes to the statewide testing program last summer.  HSAP for all 10th graders was eliminated at the high school level and the new high school test this year were the ACT and WorkKeys for all 11th graders.  ACT aspire replaced the ELA and math portions of SCPASS for students in grades 3-8, but SCPASS was still administered for science and social studies in elementary and middle schools.  NCSC replaced the ELA and math portions of SC-Alt for disabled students, but the SC-Alt was still administered for science and social studies.  There was also a new test for LEP students named ACCESS. 

 

2.         Legislative Update (Mr. Liner) 

 

B.             CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken. 

 

  1.         Ratification of Expulsions (Dr. Everitt) 

          The School Board, according to the Code of Laws of South Carolina Sections 59-63-240, is authorizes to expel students from school.  Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action. 

 

  2.         Out-of-District Transfer Requests (Dr. Stowe) 

            Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.  The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.” 

 

 3.         Lowe’s Charitable and Educational Foundation Toolbox for Education Grant in Aiken County Career and Technology Center – FY15 (Mr. Laurence) 

            Aiken County Career and Technology Center was given a $5,000 Lowe’s Charitable and Educational Foundation Toolbox for Education grant.  Funds from this grant award will be used to refurbish the courtyard. 

 

 4.         Lowe’s Charitable and Educational Foundation Toolbox for Education Grant in Aiken County Career and Technology Center – FY15 (Mr. Laurence) 

                          Chukker Creek Elementary was given a $2,000 Lowe’s Charitable and Educational Foundation Toolbox for Education grant.  Funds from this grant award will be used to start an outdoor classroom. 

 

 5.        Discover Card Grant Award to North Augusta High School – FY15 (Mr. Laurence) 

            North Augusta High School was given a $6,000 Discover Card Grant Award.  Funds from this grant award will be used to purchase curriculum for a personal finance course for students. 

 

 6.        Demolition of the 5th Hall Buildings at North Augusta High School (Mr. Caver) 

           The administration needs to demolish the 5th Hall Buildings at North Augusta High to get ready for Phase 2A construction utilizing Sales Tax Bond Money. 

 

 7.        Installation of Synthetic Turf at North Augusta High School (Mr. Caver) 

           The administration needs to install synthetic turf at North Augusta High to get ready for Phase 2A construction utilizing Five-Year Facility Improvement Plant Athletic Facilities Funds.

 

 8.        Change Order Number 1 for the North Augusta High School Addition Project Phase 1 (Mr. Caver) 

            Change Order Number 1 for the North Augusta High School Addition Project Phase 1 from H.G. Reynolds Company, Inc. in the credit amount of $223,906.18. 

 

  9.      Consideration of Award of Milk Bid (Mr. Traxler) 

           The Office of School Food Service periodically solicits and accepts bids for milk to be served in the District’s breakfast and lunch program. 

 

10.      Consideration of Award of Bread Bid (Mr. Traxler) 

                          The Office of School Food Service periodically solicits and accepts bids for bread to be served in the District’s breakfast and lunch programs. 

 

C.        INDIVIDUAL ITEMS: 

  1.         Personnel Appointments (Dr. Hewett) 

          The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principal and Academic Officers. 

 

  2.    Annual Revisions to the Code of Student Conduct – Final Reading (Mr. Burkhalter)           

            The Code of Student Conduct was first promulgated by the Board of Education in 1971.  Extensive revisions were approved by the Board in 1981, 1985, and again in 1993.  Since then, ongoing amendments are made annually, as necessary.  Recommendations for revisions to the Code of Student Conduct for 2015-2016 have been solicited from administrators, principals, legal counsel, and other departments. 

 

  3.         Policy ADF – Wellness – [Additional Amendments] – First Reading (Mr. Burkhalter) 

             In January 2015, the Board of Education approved a foundational “A” policy known by identifier ADF as the Wellness Policy. 

 

 4.       Policy DKC – Expense Authorization/Reimbursement – First Reading (Mr. Burkhalter) 

            The District’s Policy DKC provides guidance for reimbursements for Board and staff related to travel, meal reimbursements, lodging expenses, and mileage allowances.  As state or federal guidelines change, the Board updates its policy to be consistent therewith. 

 

5.       Re-employment of Non-instructional Personnel for 2015-2016 School Year (Dr. Hewett) 

        In past years, only non-instructional personnel not being recommended for re-employment were presented to the Board; all other personnel under contract for the previous school year were recommended for re-employment. 

            Policy GDC states that an employee on medical leave at the time service agreements are issued will not be issued a service agreement until a medical report from a licensed physician is submitted indicating that the employee is capable of resuming his/her duties.
