A. INFORMATIONAL ITEMS: The following items are for information only and do not require Board action.
1. Common Core Update (Mr. Laurence)
2. Construction Status Reports for the North Augusta High School Project (Mr. Caver)
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.
3. Construction Status Reports for the Ridge Spring-Monetta High Addition Project (Mr. Caver)
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, A.L.R. Architecture, PC and the Administration prepare a monthly status report for the Board’s review.
4. Financial Report, as of April 30, 2014 (Mr. Traxler)

B. CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.
1. Ratification of Expulsions (Dr. Everitt)
The School Board, according to the Code of Laws for South Carolina Sections 59-63-240, is authorized to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
2. Out-of-District Transfer Requests (Dr. Stowe)
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
3. Aiken County Gifted and Talented Academic/Artistic Plan (Mr. Laurence)
The Office of Federal Programs has completed the Gifted and Talented Academic and Artistic Plan as required by the South Carolina Department of Education. This plan describes the curriculum and instructional models that are offered in attaining the goal of a common service delivery models for all schools. The artistic component focuses on increasing student interest and participation, with anticipated annual increases. The Plan will be updated annually and submitted to the South Carolina Department of Education with the necessary revisions.
4. Goodwill Industries of Middle Georgia, Inc. Grant to Aiken Elementary School FY14 (Mr. Laurence)
Aiken Elementary School received a $2,500 Goodwill Industries of Middle Georgia, Inc. grant. Funds from this grant will be used for professional development, conference registration, travel, and expenses.
5. South Carolina School Boards Association Dues (Dr. Everitt)
Over the past years, the Aiken County Board of Education has purchased membership in the South Carolina School Boards Association. In addition to membership benefits, the Association provides a policy update service and legal assistance fund. Also included is an annual policy maintenance and Internet subscription fee.
6. Funding Flexibility for the Quarter Ending June 30, 2014 (Mr. Traxler)
Provisos 1.32, 1.37 and 1A.17 provide school districts and special schools funding flexibility for 2013-2014. Among the requirements, each district’s board and superintendent must certify the specific flexibility actions taken. The certification must be in writing, signed by the board chairman and superintendent, and delivered electronically to the State Superintendent of Education. An electronic copy must be forwarded, through the SC Department of Education, to the Chairman of the Senate Finance Committee, the Chairman of the Senate Education Committee, the Chairman of the House Ways and Means Committee, and the Chairman of the House Education and Public Works Committee.
Furthermore, the certification must be presented publicly at a regularly called school board meeting and be posted on each district’s website.
7. Neglected and Delinquent Application – FY15 (Mr. Laurence)
Public Law 107-110, Title I, Part D: Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At-Risk is designed to support the operation of local educational agency programs that involve collaboration with locally operated correctional or residential facilities (1) to carry out high quality education programs to prepare children and youth for secondary school completion, training, employment, or further education; (2) to provide activities to facilitate the transition of such children and youth from the correctional program to further education or employment; and (3) to operate programs in local schools for children and youth returning from correctional facilities and programs which may serve at-risk children and youth. Aiken County Public School District’s allocation is $31,261.
8. FY2015 Application for Title I of No Child Left Behind (Mr. Laurence)
Title I of Public Law (PL) 107-110, No Child Left Behind, provides federal assistance to school districts to help fund high quality, challenging instructional programs for children in schools that serve areas that have high concentration of poverty. The State Department of Education has projected that $6,834,524.00 in Title I, Part A funds will be allocated to the District for the 2014-2015 school year.
9. Wagener-Salley High School Auditorium Renovations & Gloverville Elementary School Breezeway Addition (Mr. Caver)
Bids were received for the Wagener-Salley High School Auditorium Renovations & Gloverville Elementary Breezeway Addition on June 12, 2014 at 2:00 p.m. and publicly opened. Bids were received from 2 vendors with J.W. Stewart Builders, Inc. submitting the lowest base bid of $587,707.00. The base bid ($587,707.00) includes renovations to Wagener-Salley High Auditorium and Gloverville Elementary Breezeway. The design, printing, advertising and contingency amounts to $124,643.00. The Five Year Facility Improvement Plan for year 2014-2015 has $900,000.00 budgeted for both projects, which is adequate.
C. INDIVIDUAL ITEMS:
1. Personnel Appointments (Dr. Hewett)
The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principal and the Academic Officers.
2. Resolution to Authorize the Issuance of a Tax Anticipation Note (TAN), Series 2014, in an Amount Not to Exceed $1,800,000 (Mr. Traxler),,
In 2002, the South Carolina Association of Governmental Organizations (SCAGO) was formed to provide school districts opportunities to take advantage of their combined resources in financial markets. The SCAGO TAN Program is one such opportunity.
3. Proposed 2014-2015 Budget (Mr. Traxler)
4. Revisions to the Policy JLCD – Assisting Students with Medicines-First Reading (Dr. Hewett)
Many students attending school have health conditions which require health care services during the school day and at school sponsored functions. The SC Board of Nursing Advisory Opinion #51 allowed school nurses to train, determine competency, and evaluate the unlicensed school personnel to perform certain medical task usually performed by the nurse. Additionally, the SC Code of Laws, Section 40-33-442, pertains to task that may be assigned to unlicensed school personnel. The South Carolina Code of Laws was amended to include Sections 59-63-80 and 59-63-90. The amendment requires that students with special health care needs have individual health care plans. The policy ensures compliance by authorizing the student to self-medicate and self-monitor unless there is sufficient evidence that unsupervised self-monitoring or self-medicating would jeopardize the safety of the student or others. The administration has reviewed District Policy JLCD, and is recommending the additions so that our policy for Assisting Students with Medicines reflects clarification of the policy.
