B.             CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.
 
 
 1.              Ratification of Expulsions (Dr. Everitt)
 
The School Board, according to the Code of Laws for South Carolina Sections 59-63-240, is authorized to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
  
 2.              Out-of-District Transfer Requests (Dr. Stowe)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
  
 
 3.              Request to Admit Foreign Exchange Students (Dr. Stowe)
 
School Board Policy JFABB establishes guidelines for the admission of the exchange students to the high schools in the School District of Aiken County.
  
  
 4.              Upgrade of the Existing Electrical Systems at Byrd Learning Center (BLC) (Mr. Caver)
 
Bids were received for the Upgrading of the existing electrical systems at Byrd Learning Center (BLC) on April 24, 2014 at 2:00 p.m. and publicly opened. There was 1 bidder with the bid being submitted by G&G Electrical Services in the amount of $221,600.00. The project includes replacement of the electrical distribution equipment, receptacles and lighting branch circuits as well as addition of automatic lighting controls and the addition of emergency lighting ballasts to some select fixtures. It was intended to be done last year but due to time constraints it was not possible. The Code Upgrades account has sufficient dollars to accomplish this project.
  
 
 5.              HVAC Renovation Project at Greendale Elementary (Mr. Caver)
 
Bids were received for Aiken County Public Schools, HVAC Renovation Project at Greendale Elementary School on April 17, 2014 at 2:00 p.m. and publicly opened.  Bids were received from 3 vendors with R.D. Brown Contractors, Inc. submitting the lowest base bid of $2,963,000.00. The base bid ($2,963,000.00) includes replacing HVAC in specified areas with related electrical and general construction work at Greendale Elementary School.   The design, printing, advertising and contingency amounts to $375,000.00. Total project cost for Greendale Elementary School is $3,338,000.00. The Five Year Facility Improvement Plan for year 2014-2015 has $4,422,500.00 budgeted for Greendale Elementary School, which is adequate. 
 
 
 6.              Title I School Allocations for the 2014-2015 School Year (Mr. Laurence)
 
The purpose of Title I, No Child Left Behind, is to enable schools with significant poverty percentages to provide opportunities for disadvantaged children to meet challenging state performance standards.
 
The Title I school allocations shown on the attachment reflect a poverty ranking of schools based on the March 2014 USDA free/reduced meal report and the 2013-2014 school year 135 day ADM report. The highest Title I per pupil allocation is appropriated to the schools with the highest concentration of poverty, using descending increments for lower poverty tiers.
 
 
 7.              Migrant Education Basic Formula Grant Program (Mr. Laurence)
 
Aiken County Public Schools has offered a summer enrichment instructional program for the children of interstate and intrastate farm workers for the past forty years. If approved, the program will be held at Aiken County migrant camps. Monitoring will be performed by State Department of Education and Office of Federal Programs personnel to ensure that all required activities are properly implemented and program objectives are being achieved. The district will also utilize the services offered by community agencies and organizations in supporting the instructional program and in providing student services. Public Law 103-382 has allocated up to $35,000.00 which will, with the exception of the cost of utilities, meet the cost of the 2014 summer program. 
 
 
 8.              Mechanical Contractors Association of South Carolina Grant to Aiken County Career and Technology Center - FY14 (Mr. Laurence)
 
Aiken County Career and Technology Center received a $2,000 grant from Mechanical Contractors Association of South Carolina. Funds from this grant will be used to purchase tools, cable and conduit for the NCCER Electrical Program.
 
  
 9.              Mechanical Contractors Association of South Carolina Grant to Aiken County Career and Technology Center – FY14 (Mr. Laurence)
 
Aiken County Career and Technology Center received a $2,000 grant from Mechanical Contractors Association of South Carolina. Funds from this grant will be used to purchase the SMAW electrodes and Metabo grinding discs for the NCCER Welding Program.
 
  
 10.           Mechanical Contractors Association of South Carolina Grant to Aiken County Career and Technology Center – FY14 (Mr. Laurence)
 
Aiken County Career and Technology Center received a $2,000 grant from Mechanical Contractors Association of South Carolina. Funds from this grant will be used to purchase copper tubing, tees and couplings for the NCCER HVAC Program.
 
  
 11.           Submission of 21st Century Community Learning Center Grant for Midland Valley High School (Mr. Laurence)
 
Midland Valley High School would like to submit an application to the SC Department of Education in the amount of $75,000 for the 21st Century Community Learning Center Grant. The purpose of this grant is to (1) provide opportunities for academic enrichment, including providing tutorial services to help students in high-poverty areas and those who attend low-performing schools meet state and local student performance standards in core academic subjects such as reading, math, and science; (2) offer students a broad array of additional services, programs, and activities, such as youth development activities; drug and violence prevention programs; counseling programs; art, music, and recreation programs; technology education programs; and character education programs, that are designed to reinforce and complement the regular academic program of participating students; and (3) offer families of students served by community learning centers opportunities for literacy and related educational development.
 
  
 12.           Submission of 21st Century Community Learning Center Academic Bridge Project Grant for North Aiken Elementary School (Mr. Laurence)
 
North Aiken Elementary School would like to submit an application to the SC State Department of Education for the 21st Century Community Learning Center Academic Bridge Project Grant in the amount of $35,000. The purpose of this grant is to provide additional weeks of academic remediation and acceleration during the summer months. North Aiken is eligible to apply for this grant because it currently operates a 21st Century Community Learning Center.
  
 
  13.           District Textbook Adoptions for 2014-2015 (Mr. Laurence)
 
The District examines and evaluates textbooks adopted by the State for use in the classroom and recommends to the School Board those selected by the teacher committees. Upon approval by the School Board and funding by the State, schools may proceed to order those textbooks from the State Book Depository.
        
  
  14.           Richard Young Associates, LTD Donation to South Aiken High School – FY14 (Mr. Laurence)
 
South Aiken High School was given a $2,865.49 donation from Richard Young Associates, LTD. Funds from this donation will be used to purchase classroom instructional materials for the personal finance program for the next five years.
 
  
  15.           Sunshine House Donation to Hammond Hill Elementary School – FY14 (Mr. Laurence)
 
Hammond Hill Elementary School was given a $1,059.91 donation from Sunshine House. The funds from this donation will be used to purchase paper, classroom supplies, and supplementary materials.
 
  
16.           Submission of 21st Century Community Learning Center Grant for Wagener-Salley High School (Mr. Laurence)
 
Wagener-Salley High School would like to submit an application to the SC Department of Education in the amount of $89,632 for the 21st Century Community Learning Center Grant. The purpose of this grant is to (1) provide opportunities for academic enrichment, including providing tutorial services to help students in high-poverty areas and those who attend low-performing schools meet state and local student performance standards in core academic subjects such as reading, math, and science; (2) offer students a broad array of additional services, programs, and activities, such as youth development activities; drug and violence prevention programs; counseling programs; art, music, and recreation programs; technology education programs; and character education programs, that are designed to reinforce and complement the regular academic program of participating students; and (3) offer families of students served by community learning centers opportunities for literacy and related educational development.

   1.         Personnel Appointments (Dr. Hewett)
 
The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principal and the Academic Officers.
 
  
   2.         Annual Revisions to the Code of Student Conduct – First Reading (Mr.
Burkhalter)
 
The Code of Student Conduct was first promulgated by the Board of Education in 1971. Extensive revisions were approved by the Board in 1981, 1985, and again in 1993. Since then, ongoing amendments are made annually, as necessary. Recommendations for revisions to the Code of Student Conduct for 2014-2015 have been solicited from administrators, principals, legal counsel, and other departments. 
 
  
  3.           Selection of Construction Management at Risk (Mr. Caver)
 
            The following individuals served in the selection process for The Construction Management at Risk RFP for projects designated in the Five Year Facility Improvement Plan:

Competitive salaries and staffing levels are considered keys to attracting and retaining qualified staff. A request for proposals (RFP) was issued for a salary and staffing study in January 2014.
