B.                 CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.
 
  
1.                  Ratification of Expulsions (Dr. Everitt)
 
The School Board, according to the Code of Laws of South Carolina Sections 59-63-240, is authorized to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
  
 
2.                  Out-of-District Transfer Requests (Area 4) (Dr. Stowe)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
 
3.                  Donation of $2,400 to East Aiken School of the Arts Strings Program – FY12 (Dr. O’Gorman)
 
East Aiken School of the Arts has received two $1,200 donations, one from Robert Morgan and one from Maree Tarnowska. The donations to the Strings Program at East Aiken will be used to purchase instruments and/or scholarships for children to take violin lessons.
 
 
  
4.                  2012 Painting of A.L. Corbett/Busbee Elementary/Middle, Paul Knox Middle, and South Aiken High’s (Common Areas) (Mr. Caver)
 
Bids were received on March 24, 2011, at 1:30 p.m. and publicly opened for the 2012 Painting of A.L. Corbett/Busbee Elementary/Middle, Paul Knox Middle, and South Aiken High’s (Common Areas). There were 2 bidders for this project with the lowest responsible and responsive bidder being S&A Enterprises, LLC: Base Bid ($120,000.00) for A.L. Corbett/Busbee Elementary/Middle; Base Bid ($127,000.00) for Paul Knox Middle; Base Bid ($27,000.00) for South Aiken High Commons Area. The Five-Year Facility Improvement Plan for 2012-2013 has the funds needed to complete these projects. Total contract amount is $274,000.00.
 
 
 
5.                  2012 Refinishing of Wooden Gym Floors at Aiken Middle, Kennedy Middle, Leavelle McCampbell Middle, New Ellenton Middle, A.L. Corbett Middle and Ridge Spring-Monetta Elementary/Middle Schools (Mr. Caver)
 
Bids were received on February 29, 2012, at 2:30 p.m. and publicly opened for the 2012 Refinishing of Wooden Gym Floors at Aiken Middle, Kennedy Middle, Leavelle McCampbell Middle, New Ellenton Middle, A.L. Corbett Middle and Ridge Spring-Monetta Elementary/Middle Schools.  There were 2 bidders for this project with the lowest bidder being The Flooring Connection of Conway, SC. Base Bid #1 ($9,360.00) to Refinish the Wooden Gym Floor at Aiken Middle School; Base Bid #2 ($6,926.00) to Refinish the Wooden Gym Floor at Kennedy Middle; Base Bid #3 ($9,665.00) to Refinish the Wooden Gym Floor at Leavelle McCampbell; Base Bid #4 ($5,480.00) to Refinish the Wooden Gym Floor at New Ellenton; Base Bid #5 ($7,548.00) to Refinish the Wooden Gym Floor at A.L. Corbett Middle; Base Bid #6 ($8,287.00) to Refinish the Wooden Gym Floor at RS-M Elementary/Middle. The Five-Year Facility Improvement Plan for 2012-2013 has the funds needed to complete these projects. Total contract amount is $47,266.00. 
 
 
 
6.            HVAC Renovation Project at South Aiken High School – Phase IV (Mr. Caver)
 
Bids were received for Aiken County Public Schools, HVAC Renovation Project -Phase III at South Aiken High School on March 1, 2011 at 2:00 p.m. and publicly opened. Bids were received from three vendors with Gold Mechanical, Inc. submitting the lowest base bid of $2,339,720.00. The base bid includes HVAC replacement (duct & VAV terminal units), rooftop and indoor hydronic air handlers and associated electrical, lighting, building controls, ceilings, sprinklers, fire alarm, data TT/ intercom, and general construction work for 56,000 SF. A new metal storage building constructed on site will also be required at South Aiken High School.   Alternate #1 ($6,954.00) includes adding 10’ to the metal storage building. The administration recommends acceptance of the Base Bid and Alternate # 1 for a project cost of $2,346,674.00 from Gold Mechanical Inc. The design, printing, advertising and contingency amounts to $398,933.00 for a total cost of $2,745,607.00. The additional $745,607.00 will come from the HVAC Contingency Account.
 
 
 
7.            Schematic Plans for the Ridge Spring-Monetta High Addition Phase I Project (Mr. Caver)
 
The administration has completed the scope of educational needs for the Ridge Spring-Monetta High Addition Phase I Project. The architectural firm of ALR Architecture, PC has utilized this scope to produce the schematic design plans for this school.
 
 
 
8.            South Carolina Department of Education’s South Carolina School Climate Initiative Grants for Midland Valley High School and Wagener-Salley High School – FY12 (Dr. O’Gorman)
 
Midland Valley High School was awarded a South Carolina School Climate Initiative Grant ($50,000 per year for three years). These funds will be used for interventions that will address reduction of 9th grade retention rates, increased graduation rates, increased ability to earn credits before entering high school, and increased tutoring and remediation. The funds will also be used to address issues such as bullying, absenteeism and truancy, as well as drug and alcohol awareness.
 
Wagener-Salley High School was awarded a South Carolina School Climate Initiative Grant ($50,000 per year for three years). These funds will be used for a research based intervention program that will focus on providing interventions for at-risk students in the areas of academics and behavior, decreasing drop-out rate and increasing graduation rate, decreasing absences, truancy issues and tardies, and improving student achievement, engagement and parental involvement through a formalized mentoring program.
