A.                  INFORMATIONAL ITEMS: The following items are for information only and do not require Board action.
 
 
1.                  Construction Status Reports for the North Augusta Middle School Addition Project (Mr. Caver)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.
 
 
 
 
2.            SAFE-T Update (Dr. Hewett)

B.                 CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.
 
 
1.                   Ratification of Expulsions (Dr. Everitt)
 
The School Board, according to the Code of Laws for South Carolina, Sections 59-63-240, is authorizes to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
 
 
 
2.            Out-of-District Transfer Request (Area 4) (Mrs. Kitchings)
 
Board Policy JBCD allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
 
3.            University of South Carolina CE-MIST (Center of Excellence in Middle-level Interdisciplinary Strategies for Teaching) Grant to Leavelle McCampbell Middle School – FY12 (Dr. O’Gorman)
 
Leavelle McCampbell Middle School has been awarded a $2,895 CE-MIST grant from the University of South Carolina. The funds will be used for professional development, teacher conferences, and field trips to Ruth Patrick Science Center.
 
 
            4.                Neglected and Delinquent Application – FY 2011-2012 (Dr. O’Gorman)
 
Public Law 107-110, Title I, Part D: Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At-Risk is designed to support the operation of local educational agency programs that involve collaboration with locally operated correctional or residential facilities (1) to carry out high quality education programs to prepare children and youth for secondary school completion, training, employment, or further education; (2) to provide activities to facilitate the transition of such children and youth from the correctional program to further education or employment; and (3) to operate programs in local schools for children and youth returning from correctional facilities and programs which may serve at-risk children and youth. Aiken County Public School District’s allocation is $46,831.00.
 
 
5.                  2011 Replacement of Bleacher Equipment at Ridge Spring-Monetta High School Home Side Only (Mr. Caver)
 
Bids were received for the 2011 Replacement of Bleachers at Ridge Spring-Monetta High School Home Side Only on June 14, 2011 at 2:00 p.m. and publicly opened. There were 2 bidders for this project with the lowest and responsible bidder being MasterCraft Renovation Systems, LLC: Base Bid A ($34,720.00) Sheridan Bleachers and Base Bid B ($48,000.00) Kodiak Bleachers.
 
 
            6.                 Funding Flexibility for the Quarter Ending June 30, 2011 (Mr. Traxler)
 
Joint Resolution H.4299 and provisos 1.43, 1.50, and 1A.23 provide school districts and special schools funding flexibility for 2010 – 2011. Flexibility procedures require each district’s board and superintendent to certify on a quarterly basis where noninstructional programs and nonessential programs have been suspended and the specific flexibility actions taken. The certification must be in writing, signed by the board chairman and superintendent, and delivered electronically to the State Superintendent of Education. An electronic copy would subsequently be forwarded to the Chairman of the Senate Finance Committee, the Chairman of the Senate Education Committee, the Chairman of the House Ways and Means Committee, and the Chairman of the House Education and Public Works Committee. 
 
Furthermore, the certification must be presented publicly at a regularly called school board meeting, and the certification must be posted on the internet website maintained by the school district.
 
 
 
7.             Pilot Program - School Food Service (Mr. Traxler)
 
Aiken has been invited to participate in a pilot program during the 2011 – 2012 school year. As part of the pilot, pre-packaged meals (entrée, vegetables, fruit, and bread) would be prepared and served to students for breakfast and lunch. The company has asked for a minimum of 2,000 participants in order for the District to take part. 
 
           
 
8.             2012-2013 Graduation Ceremonies in USC-A Convocation Center (Mr. Caver)
 
Since 2009 graduation ceremonies have been held in the Convocation Center. The schools have been supportive of this. The Convocation Center has been very accommodating to the schools for the graduation exercises.

1.             Personnel Appointments (Dr. Hewett)
 
The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principal and the Area Assistant Superintendent.
 
 
 
 
                2.             2011-2012 Budget (Mr. Traxler)
 
 
 
 
3.             Resolution to Authorize the Issuance and Sale of General Obligation Bonds, Series 2011, Not Exceeding $16,500,000 (Mr. Traxler)
 
Section 15 of Article X of the Constitution of the State of South Carolina provides that subsequent to November 30, 1982, school districts of the state may incur bonded indebtedness in an amount not exceeding eight percent (8%) of the assessed value of all taxable property therein.
