B.                 CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.
 
 
1.                  Ratification of Expulsions (Dr. Everitt)
 
The School Board, according to the Code of Laws for South Carolina, Sections 59-63-240, is authorizes to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
 
  
               2.                  Out-of District Transfer Request (Area 4) (Mrs. Kitchings)
 
Board Policy JBCD allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
  
3.         Increasing Meal Prices for 2011-2012 School Year (Mr. Traxler)
 
With the continued escalation of food, equipment and supply costs, it is necessary to increase meal prices for school year 2011-2011. Meal prices were last increased $.15 for school year 2009-2010.
 
 
  
4.         Acoustical Panel Ceiling Replacement at East Aiken Elementary School
            (Mr. Caver)
 
Bids were received for Acoustical Panel Ceiling Replacement at East Aiken Elementary School on April 19, 2011, at 2:00 p.m. and publicly opened. There were 5 bidders for this project with the lowest bidder being Stewart-Corbitt General Contractors. Base Bid A $449,000.00 to replace ceilings and install new fire alarm system throughout. The design, inspections, printing, advertising, contingency amounts to $60,000.00. The Five-Year Facility Improvement Plan for 2011-2012, as approved by the Board, has $400,000.00 budgeted for this project. Transfer $109,000.00 from Fund Five Reserve Contingency to fund this project.
 
 
 
5.         The Removal and Disposal of Asbestos Containing Floor Tile and Mastic at
            North Augusta Middle (Mr. Caver)
 
Bids were received for The Removal and Disposal of Asbestos Containing Floor Tile and Mastic at North Augusta Middle on April 26, 2011 at 2:00 and publicly opened. The project will be funded through the Five Year Facility Improvement Plan asbestos account in the amount of $45,674.00.
 
 
 
6.           2011 Annual Fire Extinguisher Inspection Services for All Aiken County
            Public School Facilities (Mr. Caver)
 
Bids were received for The 2011 Annual Fire Extinguisher Inspection   Services on April 20, 2011 at 2:30 p.m. and publicly opened. Caraway Fire-Safety was the low responsible and responsive bidder for a base bid of $3,000.00. This contract will be an annual contract, but with mutual agreement, may be renewed annually not to exceed four additional years.
 
 
 
7.         2011 Kitchen Hoods’ Annual Grease System Services for All Aiken County
     Public School Kitchen Facilities (Mr. Caver)
 
Bids were received for The Kitchen Hoods’ Annual Grease Cleaning Services on April 20, 2011 at 1:30 p.m. and publicly opened. One Man Under Pressure, LLC was the low responsible and responsive bidder for base bid of $7,190.00. This contract will be an annual contract, but with mutual agreement, may be renewed annually not to exceed four additional years.
 
 
 
8.         Proposed Schedule of School Board Meetings, 2011-2012 (Dr. Everitt)
 
The School Board has historically scheduled its regular sessions on the second and fourth Tuesday evenings of the month. Executive sessions have been held, as needed, on these same dates.  
 
 
 
9.         McKinney-Vento Homeless Assistance Act Grant Award-FY12 (Dr. O’Gorman)
     
The South Carolina Department of Education makes grants subject to available funds to local educational agencies (LEAs) for the purpose of facilitating the enrollment, attendance, and success of homeless children and youths in schools. In January 2002, the No Child Left Behind Act reauthorized the McKinney Act, now the McKinney-Vento Act, which provides grants of up to $60,000 to assist LEAs in providing services to the more than 6,500 homeless school-aged children in South Carolina as reported in an October 2000 survey. Many of these children live in shelters or transitional housing; some stay with relatives; others may live in cars, abandoned buildings, or other precarious accommodations.
           
  
  
10.       Title I School Allocations for the 2011-2012 School Year (Dr. O’Gorman)
     
The purpose of Title I, No Child Left Behind, is to enable schools with significant poverty percentages to provide opportunities for disadvantaged children to meet challenging state performance standards.
     
The Title I school allocations shown on the attachment reflect a poverty ranking of schools based on the March 2011 USDA free/reduced meal report and the 2010-2011 school year 135 day ADM report. The highest Title I per pupil allocation is appropriated to the schools with the highest concentration of poverty, using descending increments for lower poverty tiers. These allocation also take into account the NCLB requirement that a school in year three or greater of school improvement status may not have Title I, Part A funding reduced by more than 15%.
 
            
  
11.              Mid-Year District Textbook Adoptions for use in 2011-2012 (contingent upon availability of funding) (Dr. O’Gorman and Mrs. Kitchings)
 
The District annually examines and evaluates textbooks adopted by the State for use in classrooms and recommends to the School Board those chosen by the teacher committees. Upon approval by the School Board, schools may proceed to order those specific textbooks from the State Book Depository.
                       
   
 
C.        INDIVIDUAL ITEMS:
 
 
1.         Personnel Appointments (Dr. Hewett)
 
The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principal and the Area Assistant Superintendent.
 
 
  
2.            District Strategic Plan Update (Dr. O’Gorman)
 
Each school district must develop a five-year district Strategic plan and each school must develop a five-year school renewal plan as required by the Early Childhood Development and Academic Assistance Act of 1993 and the Education Accountability Act of 1998. District and school plans shall coordinate and align improvement initiatives [State Board Regulation 43-261].
 
  
 
3.           Tentative Budget (Mr. Traxler)
 
        At its April 19, 2011 meeting, the Board received the preliminary budgets 
for Fund I (Operations), Funds 2, 8, and 9 (Special Revenue), Fund 3 (Education Improvement Act), Fund 4 (Debt Service), Fund 5 (School Building) and Fund 6 (School Food Service). These budgets were based on the House version of the 2011 – 2012 appropriations bill
 
The final version of the Aiken County Public Schools 2011-2012 budget is scheduled for adoption on June 21, 2011.
